Stephens Co. Planning Commission Hears Proposal for Personal Care Home In Residential Zoning Area

The Stephens County Planning Commission is recommending that a woman not be allowed to convert a home into a personal care facility.

Tuesday, Susan Lee appeared before planning commissioners to request a re-zoning for property at 230 N. Pinecrest Road in Toccoa from Residential Single Family to Commercial Community Business District.

Lee said she wants to live on the property and turn it into a personal care facility.

Her proposal would allow for herself and six ladies to live in the home.

She said the home would have seven bedrooms and is more than 3,000 square feet.

“I have done this before,” said Lee. “I had a six-bed facility in California in 1997 for five years and most of my life, I have taken care of the elderly. I just have a love for the elderly and I feel like there is a great need here in Toccoa for a good, well-run home.”

Numerous residents spoke in opposition to Lee’s proposal.

Edie Tubbs lives on the same road.

“All of those roads will be affected by more traffic coming down those roads,” said Tubbs. “They are in real bad shape.”

Meanwhile, another nearby resident, William Tucker, said the neighborhood was always intended to remain residential when it was constructed.

Stephens County Planning Commissioners voted unanimously to recommend denying Lee’s request.

The final decision on the request will come from Stephens County Commissioners, who meet on Tuesday and are expected to take up the matter during that meeting.
