Va. Homicide Apparently Part of Burglary String, Says Sheriff

Stephens County Sheriff Randy Shirley said that it appears burglary was a motive behind an apparent homicide in Franklin County, Virginia that led to the arrest of three people in Toccoa over the weekend.

66-year-old Brian Edward Foy of Moneta, Virginia was shot and killed in his home Saturday.

On Sunday, authorities here arrested 31-year-old Daniel Percy Arnot of Stephens County, 25-year-old Carrie Eugene Ramey of Toccoa, and 25-year-old Michael Anthony Edwards of Toccoa, in connection to the investigation.

Arnot faces charges of First-Degree Murder, Breaking and Entering, and Grand Larceny, while Ramey and Edwards are both charged with Breaking and Entering and Grand Larceny.

Authorities in Franklin County, Virginia describe Arnot as an ex-son-in-law of the victim.

Shirley said the three burglarized Foy’s home after killing him as part of a series of burglaries in that area.

“Once they did that, they came back to Stephens County and guns were traded for illegal drugs,” said Shirley.

According to Shirley, some of the guns have been recovered, but not the one alleged to be used in the shooting.

Shirley said that authorities continue to investigate the case and have talked to a fourth person in the Athens area regarding the burglaries, as well as made some drug-related arrests in connection to this case as a result.

The three were captured after Virginia authorities contacted Stephens County to alert authorities here that the three had returned to this area.

Shirley said that was determined by tracking cell phone calls to Stephens County.

“As a result of the pinging of the cell phone, we were able to locate and match subscriber information that led to the individual that was at the Host Inn,” said Shirley.

Arnot and Ramey were taken into custody at the Host Inn, while Edwards was arrested at a residence off of Sautee Street.

Shirley said that evidence was found linking the three to the Virginia crimes at both locations.

He said that the three have spoken with authorities after being taken into custody.

“All three have since confessed to their part in the burglary of the home and the shooter has confessed,” said Shirley.

At last report, all three remained in the Stephens County Jail awaiting extradition hearings.
